The Inner Order Crew is descended from the ancient Blue Draconium empire and is led by the traditionalist Khatah and his blue Energy-class dragon Shock-Ra. They debuted in Episode 7: The Horn of Libris.

The Inner Order believes in peace and has taken it upon themselves to guard the Horn of Libris (Artifact) and its secret from falling into evil hands by winning the Horn of Libris Tournament year after year. They are the former World champions before Moordryd Paynn cheated his way to victory.

The members are disciplined, skilled in martial arts and the dragons are raised to be lethally precise and loyal. They believe in honesty and honour, both on the race track and off it. Their crew compound appears to be located in the same section of Down City as that of the Dragon Eye crew.

So far, only Khatah, Sarjo and Shock-Ra have appeared on screen, and only Khatah has had a speaking role. Four other unnamed blue dragons from the Inner Order appeared in Episode 15: The Rules of Power.
